About Joe Shirey

Dr. William “Joe” Shirey is President of ISE Consulting. Prior to ISE Consulting, Dr. Shirey was a Senior Strategic Planning Analyst with Lockheed Martin and served in the Air Force as a fighter pilot, Squadron Commander, and staff officer, retiring as a Colonel in 2001. He has a Bachelor of Science degree in Management from the U.S. Air Force Academy, a Masters in Aeronautical Science from Embry Riddle Aeronautical University, a Masters in Strategic Studies from the U.S Air War College, and a Ph.D. in Organizational Leadership from Regent University.

Dr. Shirey is an Adjunct Professor for Norwich University, teaching courses in Strategic Organizational Behavior, Strategic Communication, and Strategic Leadership. He is married to his high school sweetheart Johanna, and they have four grown daughters.

  • Initiated and designed the methodology used to identify training requirements and costs for all stateside combat aircraft. This effort is expected to produce multimillion dollar savings.
